First I believe that you need 6 active members that post at GM and established a good reputation. Once that has been done the council/round table will considder giving you a forum.

I'm not 100% sure that's how it works, but I'm close.

Outlaws Machine, Dark L, or Salvation would give you a more accurate answer.
