Looks like they may have another winner on their hands.

Game Notes:
~~~~~~~~~~~

State of Emergency is a "man against the mob" arcade-like fighting game
where you are a member of an underground resistance movement, dedicated to
liberating your people from the oppressive Corporation. Use hand to hand
combat, weapons, and anything you can find on the street. Hundreds of
people are rioting as you fight for freedom - be careful!

Game Features:
~~~~~~~~~~~~~~

* Two completely different styles of gameplay: try to topple The
Corporation, or simply cause complete mayhem

* Choose from one of five rebels, each with different strengths and
weaknesses

* Deep selection of hand to hand fighting moves and tons of super-
destructive weapons are at your disposal! Pick up items off the street
to fight as well.

* Whether it is Corporation death squads or ruthless gangs, prepare to fight
a LOT of people at one time

* Absolute mayhem prevails as over 250 people fill the screen!

Sounds like a bunch of fun to me.
But the 20 price tag makes me say :hmmm:

Well...the PS2 version sucked and went on clearance a month after it came out.

Its actually a rather old game......very violent indeed but doesnt have as much impact as GTA!
I dunno if its well worht the 20$, but if you're a fan of killing people.....i'd say go for it! :drink:

it gets SO boring after the first 10 min i would have more fun being in a coma than playing that game :down:
better off spending your money on beer, if you have a dog, get it drunk. its much more amusing than state of emergency.

It's most likely a port from the console version. And from the comments, I'm not thinking I'm going to spend a Lincoln or even a Washington on this one. :)
