I read something about whocares needing level 15 to use a crossbow, but I don't know.

Scouts can equip and fire bows from level 5 on. You will need to equip the bow in the ranged slot (not right hand or left hand) and then drag the weapon from there to your hotkey bar. Then provided that you have the right arrows (not bolts, mind you) all you have to do is click on the hotkey for the bow and it will prepare you to fire.
