Is there a relationship between realm points and realm skill points? I got 49 realm points but only 2 realm skill points.

Yes. You get one realm skill point for each realm rank level. See this link (http://daoc.gamescape.com/handler.cfm?app=resources/gameplay&method=RealmRanks) for more info.
