Please explain the siege Ram.

Does it work once it is set up or do people actually have to use it?

Not sure. I think only the siege crafters can use but I'm not possitve.

The person that builds it initially has control of the ram. They can release control and allow anyone to use it though.

You do have to press 2 buttons to "work" it. Arm pulls the ram back and Fire slams it into the door.

PS. You should see some of the screnshots of mean people who find low level enemies in rvr, mez them continuously and then build a ram only to smash them in one shot with it. :P
