Croc Tear Ring?

On visionofsages.net it sais min encounter and activation lvl is 40. On Toascrolls.com someone said they didn't get credit at lvl 45. Does anyone know which is valid?

I really would like to lvl this arti while I XP to 50 so want to get this as soon as I can.

Im not sure ..i know my Drakorian is tring to get it also ... has tried 2-3 times with no luck on having the ring drop
