when you first get on the server, it flashes shortly in green letters on the center of the screen, "no swimming and no aliasing", just as you start to play.

Aliases are playing under another name... more of a suggestion than a rule. Swimming is an exploit where you can get out of water somehow and still be in the swimming position. Then you can run around and be very difficult to see. That will get you banned.

Hes talking about the MOTD. "Swimming" is a bug where people can start swimming in the cement and shoot at you, making it very difficult to see and kill them. No Aliases is using an alternate nick name.
