how would a person get to their own personal website from an outside location

for example...

the web server is inside the router on an internal network, the external ip addy points to the router, and he can access it from the inside the router (home network)

how do you configure DNS to be able to access an internal website from a domain name?

i don't think you want to do that.
essentially what is happening is that
port 80 on your ip will forward to whatever forwarding you have set up
port 80 on your internal network to your gateway will pull the config page
your router setup may have a section for remote management
you can enable this along with specifying a port and https mode if available
but that all leads to increased possibility of attacks...
