Sure. There's a folder that you can drop all of your MP3's into ... or even just shortcuts to all your mp3s. Look through the folders in the GTA3 game folder. It will be obvious which one it is.

Yeah, to make your own music in this game you have to build up enough money to buy the sound studio property, then you can begin hiring artists.
