No...some servers will let you join as an observer. The outlaw servers require a password to observe a match.
To be an observer you have to pick a match, and before you hit start you click on observer at the top of the menu. If the server doesn't require a password you will be able to join after you click start.

The nice thing about ASE is that you can view the scores of games without having to join them. It's nice being able to do some work and track a game without having to open it.
