Basketball games have a "half-time" where the teams go take a break, discuss strategy (you probably know this). To keep the crowd entertained, it's quite common to have some sort of game. Usually the person is randomly selected from the audience, and winning the game usually results in money, or in this case, tickets to a future game. She was "randomly" selected, and once she "won", he surprised her by proposing. He was asking her to marry him - she didn't offer to marry him - he offered to marry her. She said no. in front of a ton of people. That would suck.

That's why I waited til a) i knew she'd say yes and b) i took her to our favorite spot - near absolutely no one - so that no one could see if I ended up being wrong.
