Try disabling window aero, that worked for me.

after disabling aero ur best bet is like psycho marz said install rivatuner its pretty easy to use set the custom refresh rates, i think im right in saying rivatuner is for nvidia cards so make sure its an nvidia card. 50hz is probably ur best bet for refresh rate. also if it is a new comp they always use older versions of gpu drivers, think about updating them if u can find one for vista lol. hopefully these 3 things should be a good cure for ur problems

well it is a Windows Xp marz figured it out... but it lags in the main screen and idk why

i believe if you right click the shortcut and hit properties, there is still a compatability tab in vista that lets you run a program like xp or lower

How can anybody come up with a solution when you don't know what his system is.
Is it dual core? Intel or AMD? what video card, or is it onboard video? and what OS, is it XP or Vista?
If it is a Dual-Core AMD processor try this "AMD Dual-Core Optimizer (http://www.amd.com/us-en/Processors/TechnicalResources/0,,30_182_871_13118,00.html)" it fixed a lot of problems I had with mine.
