Seems all the major carmakers gave the cold shoulder / middle finger to the challenge of making the 100MPG car.

Why should they participate? Any car they design would not meet minimum federal safety requirements and probably has zero chance of selling, meaning they would be throwing research and development dollars at something that won't make a dime.

Auto makers are in the auto making business, and this competition wouldn't make good business sense.
