Ha! I found this mixed in with some old files.

It's a version of a VERY old school PC game - Commander Keen.

Arrow keys to move, CTRL to jump and ALT to fire.

Man I used to love the Keen games back in the day!

YES! I played through that whole series. Quite an excellent game from that time.

Rats. Couldn't get it to run on Vista 32 even messing with the command line arguments and compatibility options. :(

Perhaps running a DOS emulator would work?

This worked. I went with Dosbox and ran it. My kids thought it was great. lol
