I've got it now, for some reason this umod wasn't associated with Un's setup.exe, as they usually are. If you have the same problem, but the file in your \system folder, and use this command line:

C:\ut2003\system\setup.exe install unrealspeed.ut2mod

That will install it. It looks pretty nice, but like most car games, I blow chunks in it.
